TA to Determine the ICT Needs of TurkStat for IPA 2011programming exercise

Description Specific objectives:
  • To realize needs assessment, market research and technical specifications of the software and hardware as well as security structure requirements for 2011 IPA programming exercise. The hardware and software inventory list as well as the detailed information on the security structure (in English) will be prepared by TurkStat before the project is initiated.
  • To review and to make recommendations for the draft project fiche for 2011 IPA programming exercise, which will be prepared by the TurkStat before the project is initiated

Required Outputs

  • Needs Analysis Report:
    • Detailed Analysis of hardware and software inventory and identification of the hardware and software needs for 2011 IPA programming exercise.
    • Detailed analysis of security structure, identification of the needs and recommendation for its improvement.
      Market Research and Technical Specifications for:
    • Determining the available products in the market, their indicative prices and technical features recommended in the Needs Analysis Report
    • Determining any need for derogation from the rule of origin
  • Recommendations on draft Project Fiche for 2011 IPA programming exercise:
    • Including the list of equipment to be purchased for meeting the hardware and software as well as security structure needs
    • Justifications for the recommendations
    • Ensuring that the project fiche is formulated to address the requirements of Turkstat ICT Infrastructure.

Qualifications and skills

  • Master’s Degree in electronics or computer engineering or equivalent degree or alternatively professional experience of minimum 14 years in computer engineering
    General professional experience
  • Minimum 10 years of professional working experience
    Specific professional experience
  • Experience in preparation of needs analysis for the EU-funded projects, preferably in ICT projects.
  • Experience in all the below mentioned IT subjects;
    • Security Applications (TCP/IP Security)
    • Disaster recover applications
    • System Administration
    • Database Management
    • Hardware (server, pc, printer……)
  • Experience in preparation of technical specifications and market research, preferably in accordance with the PRAG rules

  • Master’s Degree in electronics or computer engineering or mathematics or statistics or equivalent degree or alternatively professional experience of minimum 14 years in computer engineering
    General professional experience
  • Minimum 10 years of professional working experience
    Specific professional experience
  • At least five years of experience in ICT process management
  • At least three years of experience in design and/or implementation and/or data analysis related to web technologies
  • Experience in ICT project management
  • Experience in Databases Management and Applications and java programming.
  • Experience in preparation of needs analysis for the EU-funded projects, preferably the ICT projects.
  • Experience in preparation of technical specifications and market research, preferably in accordance with the PRAG rules
