IT Startegy for the Customs Administration of Republic of Serbia (CAS)

Description Reconcile all different strategic requirements and advices regarding development of the Customs Administration (CAS) IT systems into one integrated IT strategy of CAS.
  • The Customs Administration (CAS) IT strategy is defined and harmonised with appropriate business strategy documents
  • Change management plan for the gradual improvement of the IT processes of the CAS is developed and documented, i.e.
    • Better alignment with IT management best practices in EU Customs administrations and DG TAXUD
    • Implementation path for the Improvement of IT project management actual skills within the CAS organisation in business units and in IT organisation is defined
    • Implementation path for the Service Level Management discipline in the IT services delivery process is defined
    • Implementation path for the Implementation of the integral Quality Assurance approach within the process of IT systems development is defined
  • Desired system architecture is developed and documented as part of the IT strategy
  • Realistic and feasible plan for development of the IT communication network system. which will enable centralisation of the IT applications architecture of CAS, is developed and documented
  • Detailed IT strategy implementation plan for the first 3 years is developed, i.e. achievement of following strategic indicators shall be clearly outlined:
    • Reduce the overall proprietary technology ownership within the CAS IT infrastructure
    • All IT processes of the CAS are based on the formal and accepted in the DG TAXUD comprehensive methodology.

Primary focus of the IT strategy document preparation, including the tactical plan:

  • Time-span of the strategy study is up to 2020;
  • The tactical plan shall detail a duration of the first 3 years of the strategy;
  • Current IT architecture is very complex due to the different constraints in previous years and thus very costly during changes and normal maintenance:
  • While there are many options available to the IT strategy it is desirable to conclude the consultant's recommendation to CAS in a single direction for the next 10 years.

The project activities will be grouped into the three phases:

  1. Inception phase
  2. IT strategic plan development (ITS)
  3. IT tactical plan development (up to the first 3 years of the ITS)

Team Leader - Customs IT systems expert (Senior)

Responsibilities
Responsible for the overall management and functioning of the project. organisation of work of experts, ensure the implementation of the estimated work plan approved by the steering committee, and ensure all the necessary co-ordination and contacts with involved stakeholders.
Responsible for the drafting of expected outcome documentation and the integration of inputs of other specialised experts.
He/she shall work along the Project direct counterpart appointed by the CustomsAdministration for the project and be located in Belgrade throughout the project.

Requirements
Qualifications and skills:

  • Graduate degree in a relevant discipline (e.g. electrical engineering, computing. mathematics, etc) or 10 years working experience in a relevant field (over and above the experience requested under General Professional experience)
  • Analytical skills and skills in drafting reports/documents
  • Proficiency in using PC administration and office automation tools and applications
  • Fluency in both written and spoken English

General Professional experience:

  • Minimum 10 years of professional working experience in the relevant field/s such as Computerisation of Customs Administration business processes.
  • International Project Management experience on commercial information technology projects.
  • Experience of providing Technical Assistance in transition countries in Europe
  • Management experience of EU Commission or similar donor agencies projects

Specific Professional experience:

  • Proven track record of managing Customs IT systems development and implementation projects
  • Management experience of customs modernisation projects with objectives to ensure EU integration interconnectivity and interoperability requirements
  • Experience in IT strategic planning in complex dynamic environment both in international corporate and/or government sector
  • Experience in IT projects based on multi-vendor platforms/infrastructures

IT strategy and management expert (Senior)

  • Strong expertise of ITIL, RUP methodologies and UML
  • Fluency in both written and spoken English

Professional experience

  • At least 10 years of professional experience in designing and implementing IT strategies and architecture in public administration and/or large organisation
  • Strong expertise in Customs business processes, IT systems development and implementation, complex system integration, knowledge of current software, hardware and communication networking technologies and trends
  • Experience in IT strategic management process improvements in government sector

Specific Professional experience:

  • Experience in designing ITIL compliant business processes
  • Experience in designing training programme for the organisational IT skills improvements
  • Work in Rational Unified Process (RUP) for IT applications development
  • Specific experience in applying Unified Modelling Language (UML) for IT applications documenting

IT infrastructure expert (Junior)

  • At least 3 years of professional experience in designing and implementing computing centres and IT communication network systems
  • IT computing platform and data centres planning, development and implementation
  • IT communication network planning. development and implementation

Specific Professional experience:

  • Experience in IT strategic planning in international corporate and/or government sector
  • Specific experience of designing network systems in governmental sector is desirable
