Management Support to MCA for New Computerised Transit System (NCTS) Implementation

Description Sirma is shortlisted together with Materna (the major software provider to Germany Customs) for the MK IPA 2008 tender EuropeAid/129385/C/SER/MK "Management Support for NCTS Implementation"

Description:

  • Provide support to the MCA in NCTS-related IT project management. This shall encompass support in the management of all business and functional aspects of systems implementation surrounding the introduction of the new computerized system, including:
    • Review and recommendations on any changes required in legal and operational procedures to facilitate the operation of NCTS, as well as strengthening the administrative capacity of the MCA;
    • Quality Assurance and Quality control on the upgrading of the existing National Transit Application (contract under Component 2);
    • Quality Assurance and Quality control on the CCN/CIS implementation, including assistance in the production of terms of reference and technical specifications in respect of hardware, systems software and application software that might be required in conjunction with the CCN/CSI implementation (contracts under Component 3).

Results to be achieved:

  • Administrative capacity increased and legislative changes introduced. This will result in:
    • Review of legislation and implementing regulation and subsequent changes in the legislation and regulations produced;
    • Recommendations on the organisation of the transit sector provided;
    • An adequate number of staff trained on the use of the NCTS system.
  • Project management methodology implemented during the life cycle of development and implementation of the transit/NCTS system. This will result in:
    • Project Quality Plan (PQP) templates related to Transit/NCTS project completed;
    • Software testing strategy, acceptance criteria, module and systems testing and site acceptance testing completed;
    • Quality reviews completed;
    • Issue registers and risk management tables produced and maintained during the project lifecycle;
    • Project Implementation Plans for NCTS produced and maintained in co-operation with the other contractors under Components 2 and 3 (NCTS and CCN/CSI Implementation respectively)
  • Report on interoperability options in respect of connection to SEED gateway produced.
  • Awareness campaign completed in line with EU visibility guidelines.

Specific activities:

  • Work closely with the MCA in coordinating, managing and tracking progress on the implementation of the NCTS system (by the contractor for Component 2), through providing Project Management, Quality Assurance, and Quality Control. This will involve:
    • Assist the MCA in the finalisation and maintenance of the Project Quality Plans and Project Implementation Plans for the NCTS; organisation of and participation in quality reviews of all major deliverables;
    • Preparation of test strategy, acceptance criteria, module and systems testing of the NCTS and site acceptance testing;
    • Assist the MCA in planning and development of the necessary operational capacity of the MCA and control over IT developments and projects (systems, infrastructure and services);
    • Review of all necessary legal, administrative and procedural arrangements and advice on any necessary changes relating to the project objectives in the NCTS field.
  • Support to the MCA in establishing transit procedures and transit sector. This will involve:
    • Review of the existing legislative framework and provide proposals for changes of the customs legal provisions in order to harmonise the transit procedure, including harmonisation of the national system for managing guarantees with the EU system and introduction of the concept of an authorised stakeholder in the procedure;
    • Provide support to the development of administrative capacity of the MCA to join and subsequently implement the Common Transit Convention;
    • Provide relevant training to the MCA staff for use of the NCTS system.
  • Assess the interoperability and procedural requirements in relation to connection with CCN/CSI gateway and SEED
  • Support the MCA to deliver awareness campaign for stakeholders related to NCTS

Specific professional experience
• Preferably 7 but minimum 5 years of experience in quality management of IT projects in the customs area.
• Preferably 5 but minimum 3 years of experience in projects implementing the Common Transit System/NCTS, in particular in implementing and testing of software modules;
• Preferably 5 but minimum 3 years of experience in projects involving quality assurance in relation to IT systems in the customs area, particularly related to interoperability.
