Description The consultatns shall provide the following services:

Preparation of Needs Assessment Report

  • The needs assessment will focus on the following aspects: Identification of the needs of UMA in terms of a database aimed at monitoring and tracking dangerous goods in accordance with the existing IT systems of UMA and requirements of international legislation especially the IMDG Code and the relevant EU acquis, - —
  • Identification of the technical requirements of the dangerous goods database including technical properties, architecture and necessary functions, Identification of cost for establishment of dangerous goods database.
    Preparation of Terms of Reference
  • The consultant shall provide a Terms of Reference (ToR) for the development of dangerous goods database in accordance with the PRAG rules.

Experts

Expert 1 - Team Leader / IT Expert (Senior)

Responsibilities
Main outputs of this assignment will be:

  • A “Needs Assessment Report” on the requirements from the database, including in separate sections legal requirements (as dictated by international legislation) and technical requirements and also technical structure and functions of the database
  • A “Terms of Reference” for the development of the above mentioned database.
  • A Final Report

Requirements
Qualification and Skills

  • Bachelor‟s degree in a computer related field such as Computer Engineering, Software Engineering, Electronics or equivalent. In the absence of a university degree, the expert will have an equivalent professional experience of minimum 14 years in the relevant fields.
  • Good command of written and spoken English.
  • Full computer literacy.
  • Post graduate degree (MSc, MBA, and/or PhD degrees etc.) in computer related field will be an asset.

General Professional Experience

  • At least 10 years of professional working experience in the sector(s) related to the lot

Specific Professional Experience

  • At least 5 years of experience in developing databases as an expert
  • At least 3 years of experience in management of database development teams
  • Experience in preparation of Needs Assesment Report Experience in EU funded projects will be an asset.

Expert 2 - Dangerous Goods Handling Expert (Senior)

  • Bachelor‟s degree in Law or maritime related field. In the absence of a university degree, the expert will have an equivalent professional experience of minimum 14 years in the relevant fields.
  • Good command of both written and spoken English.
  • Full computer Literacy Post graduate degree (MSc, MBA, and/or PhD degrees etc.) in a maritime related field will be an asset.

General Professional Experience

  • At least 10 years of professional working experience, preferably in the maritime field (maritime law, practicing mariner, port management, etc)

Specific Professional Experience

  • At least 4 years of experience in handling of dangerous goods
  • Experience in preparation of ToR (Terms of Reference) relating to EU project standards and EU procurement rules,
  • Knowledge in EU legislation on handling of dangerous goods.
