Description The global objective of this assignment is to enhance the accountability, efficiency, effectiveness and public confidence of the Turkish National Police, Gendarmerie and Coast Guard in the discharge of their responsibilities in respect of the enforcement of law in accordance with democratic principles and having regard for the Human Rights of all citizens.

Specific objective of this assignment is to outline the software, hardware and training needs for setting up the central recording system (National Recording and Case Handling System (NRCHS)) of the future Law Enforcement Complaints Mechanism for the Turkish National Police, Gendarmerie and Coast Guard.

  • Task 1 : Conduct a needs assessment on what hardware and software would be required for the establishment and effective functioning of the National Complaint Recording and Case Handling System (NRCHS). The needs assessment should clearly specify the hardware equipment and software that would be required by the MoI for the establishment and running of the system. In addition to the needs assessment the consultant is expected to develop the Technical
    Specifications for the required equipment and conduct a Market Research.
  • Task 2: Make an analysis on the trainings needed for the effective functioning of the system by evaluation of the current staff assigned for the running of the system. The consultant is expected to produce an analysis report that will assess the training needs of the personnel that will be tasked with managing the recording system at the Mol for the effective functioning of the National Complaint Recording and Case Handling System (NRCHS).
  • Task 3: Prepare guidelines which define the scope and the content of the software for the National Complaint Recording and Case Handling System (NRCHS). The complaints have to be related to the Turkish National Police, Gendarmerie and Coast Guard in Turkey.

Main outputs of this assignment are:

  • Needs Assessment report on the Hardware and Software for the NRCHS
  • Technical Specifications and Market Research for the Hardware and Software for the
    NRCHS
  • Training Needs Analysis Report
  • Guidelines on the scope, contents, access, usage and operating of the Software for the NRCHS
  • Interim and final reports.

Specific Professional Experience

  • At least 5 years of experience in inspection departments of security/law enforcement forces,
  • At least 3 years of experience in the field of fight against human rights violations.
  • Experience in the investigation of the human rights violations allegations.
  • Experience in preparation of project reports
  • Experience in EU funded projects will be an asset.

  • Full computer Literacy
  • Post graduate degree (MSc, MBA, and/or PhD degrees etc.) in a software engineering related field will be an asset.

General Professional Experience

  • At least 10 years of professional working experience in the sector(s) related to the lot

Speciftc Professional Experience

  • At least 5 years of experience in the area related to information systems for public knowledge management
  • Experience in preparation of Needs Assessment Reports on Hardware and Software.
  • Experience in preparation of Technical Specifications and Market Research on IT Equipment
  • Experience in EU funded projects will be an asset.
