Description Technical assistance for project elaboration and preparation of tender dossiers for the Phare 2005 programme of Romanian Ministry of Public Finance and National Customs Administration (MoPF DGIT and RNCA IT departments). The program consisted of 5 development projects (total of 8 lots) and 1 supply project (total of 14 lots), amounted to more than 40M EUR, and covered the following topics:
  • development of internet portal forms for electronic submission by taxpayers,
  • Adobe Intelligent Forms,
  • centralization and migration of core MoPF applications from Oracle Forms 6 to internet version (including Human Resources management and Fiscal/Financial Audit),
  • intranet portal and collaboration system based on IBM WebSphere Portal and Workplace,
  • central Document Management System with archival/storage and disposal based on DB2 Content Manager and Tivoli Storage Manager,
  • deployment of Identity Management and user provisioning from HR system,
  • IT Security policies and procedures
  • excise management system (EMCS2 and National Excise Application)
  • improvements to the inter-operation between MoPF and RNCA including unification of data models
  • technology migration of RNCA including platform upgrades of Asycuda++ and other Customs systems
